The legacies of the seven victims who lost their lives two years ago during a devastating flash flood in Upper Makefield Township are being commemorated in a new memorial garden.

Terros Derone Drayton, 34, was arrested Thursday in High Point and Henry Montarious Smith, 38, was arrested Friday in Florida, the Winston-Salem Police Department said Monday.
