Torrential rains before dawn on Friday deluged the Guadalupe River, which burst its banks and killed dozens of people, leaving behind mangled piles of debris, trees and cars.

Kerr County officials Tuesday appeared to dodge questions about how soon they were notified about deadly flash floods in central Texas and who was responsible for immediate response efforts, as law enforcement warned the death toll from the flooding will likely rise.

Kerr County, in Texas' flood-prone Hill Country, has suffered the highest death toll with 94 people confirmed dead. In other parts of Texas, 15 people have been confirmed dead; 161 people are known missing from Kerr County,
